Leadership and team spirit in local government

Starting point

An Austrian municipality with around 100 employees faced diverse leadership responsibilities and uneven levels of training in managing projects, people and teams. Leaders were working close to their limits, with heavy workloads and bureaucracy.

Challenges included social and demographic change, global and regional developments, fixed regulatory conditions, cost pressure, skills shortages, changing motivations, communication and misinformation, conflicting perspectives and internal and external disputes.

Goals

  • Develop contemporary self-leadership and people leadership.
  • Enable specialists and managers to inspire, lead and coach people.
  • Strengthen communication and team skills.
  • Conduct productive employee conversations.
  • Recognise and resolve conflict early.
  • Distinguish doing the work from leading it and learn to delegate.
  • Strengthen team spirit and help the municipality succeed.

Process and content

A tailored two-day workshop involved the mayor, municipal director and all department heads. Leaders also attended open and in-house LeadingX10 seminars. One-day employee workshops explored change, innovation, courage, conflict resolution, decisiveness and self-leadership.

To lead people, projects, citizens or customers, you first need to lead yourself. Participants explored conscious leadership, meaningful impact and their desired results and experiences. They considered how to maintain motivation, performance and health under time and results pressure.

XNavi provided an integral thinking, strategy and action model for leadership, communication and project management. Alongside external behaviour and facts and figures, it considers thought, feeling, attitude, meaning and values.

The four dimensions connect leadership and personality; cooperation, communication and coordination; individual innovation; and shared innovation. The approach draws on neuroscience, motivational psychology, cybernetics, systems thinking and the integral approach.

Activating group activities added enjoyment and strengthened team spirit. Follow-up interventions supported daily application and practical transfer.

Frequently asked questions

Clear answers tailored to the topic.

What does self-leadership mean in modern leadership development?

Leadership begins with sound self-awareness and effective self-leadership. Those who recognise and manage their own automatic patterns make clearer decisions and lead organisations and teams with stability, health and value creation, even in volatile markets.

How does inner attitude influence business success?

Attitude at every leadership level shapes organisational culture. Leadership coaching and LeadingX Xperiences reveal unconscious patterns and help leaders anchor healthy, value-oriented value creation.

Can attitude and unconscious patterns be trained?

Yes. LeadingX uses experience-based methods to make attitudes conscious and therefore trainable. Outdated patterns of thought and action can be replaced by effective behaviours and anchored sustainably in everyday leadership.

How much practical experience is behind LeadingX?

LeadingX has accompanied people and organisations for 35 years. Experience from more than 5,000 seminars, workshops and coaching sessions flows into every programme and development process.
